How much does it cost to fix a burst pipe in Virginia?

There is no official price, so the real number comes from a written quote. The pipe repair itself is often the smaller part. The bill grows with where the break is, whether walls, ceilings or floors must be opened and rebuilt, how much drying is needed, and whether it is an after-hours call. Shutting the water off fast is the cheapest thing you can do.

Step by step

Read when to stop and call a pro, further down this page, before you start.

  1. Step 1: Shut the water off first, if you safely can

    Close the main shut-off valve as soon as you safely can, since every minute the break runs adds to the cleanup bill; it is often near the water meter or where the water pipe enters the home.[1] Do not wade through standing water or go near wet outlets or a wet panel to reach it.[3] Call the water utility instead; Fairfax County Fire and Rescue says to call the fire department if water is in or near outlets or panels.[4]

  2. Step 2: Work out whose pipe it is

    If the break is at or before the meter, call the water utility and ask where its responsibility ends; in Montgomery County, the Public Service Authority owns the lines to the meter.[2]

  3. Step 3: Photograph the damage

    Take photos and video of the break and every wet ceiling, wall, floor and belonging before cleanup starts.

  4. Step 4: Start drying quickly

    Begin drying right away; the EPA says that if wet materials are dried 24-48 hours after a leak, in most cases mold will not grow.[5]

  5. Step 5: Get written quotes

    For the rebuild, ask for at least three written bids that describe the same work, and compare what each includes.[8]

  6. Step 6: Check the licence and the contract

    Check each contractor's licence with DPOR and get a written contract with the price, scope and payment schedule before work starts.[8]

  7. Step 7: Ask about a leak adjustment

    Call your water utility as soon as you find the leak and ask what its adjustment rule needs. Christiansburg's policy says the Town shall be notified by the property owner of such leaks as soon as discovered, then given documentation of the repair within 15 days of it.[9]

The short answer

No official price list exists for burst pipe repairs in Virginia, and a figure quoted without seeing your house is a guess. What you can control is the size of the job: how fast the water goes off, how fast things dry, and how clearly the quotes describe the work. Often the pipe itself is the smaller part of the bill; the water it let out is what costs money.

What drives the cost

Where the break is. A split on an exposed pipe in a basement or crawl space is a short repair. The same split inside a finished wall or above a ceiling means opening drywall to reach it, then patching and painting afterwards. Ask the plumber to say in the quote how they will reach the pipe and who closes the wall back up.

When you call. Nights, weekends and holidays usually cost more. If the water is off and nothing is still spreading, it can be cheaper to book the repair for the next working day.

How much got wet. This is usually the biggest line. The EPA's guidance is to dry water-damaged areas and items within 24-48 hours to prevent mold growth.[5] If mold does take hold, porous materials such as carpet and ceiling tiles may have to be thrown away[5] and paid for again. If there has been a lot of water damage, and/or mold growth covers more than 10 square feet,[5] the EPA refers readers to its guide Mold Remediation in Schools and Commercial Buildings.[5] Ask each company to price drying, removal of wet materials and rebuild as separate lines, so you can see where the money goes.

Whose pipe it is. A break at or before the meter may be the utility's to fix. In Montgomery County: "The PSA owns lines to the meter, and the property owner is responsible from the meter to the home."[2] Check your own utility's rule before you pay a plumber for a line you may not own.

Permits. Under the Uniform Statewide Building Code, a permit is required before installations or alterations involving the water supply and distribution system.[6] For emergencies the code allows the work first: applications for emergency construction, alterations, or equipment replacement shall be submitted by the end of the first working day that follows the day such work commences.[6] The rebuild may need nothing: the code lists "Installation or replacement of floor finishes in all occupancies"[6] as exempt, and replacement of interior wall or ceiling finishes and of cabinetry or trim in a house is listed among the ordinary repairs that need no permit application.[6] It also exempts other repair work deemed by the building official to be minor and ordinary.[6] Whether a straight pipe repair counts as minor is your local building official's call, so ask the plumber whether the quote includes any permit fee.

The water bill

A break that runs for hours can push a lot of water through your meter. Some utilities soften that bill. Christiansburg's policy applies when a customer uses in one billing period an excess of 25% and 3,000 gallons more than their average consumption for the previous three billing periods,[9] from a leak on the customer's side of the meter. The policy says the Town shall be notified by the property owner of such leaks as soon as discovered,[9] so the call comes before the repair, not after. The property owner shall have such leak repaired at his/her own expense,[9] and to qualify the leak must be repaired within 10 days after it is discovered and the Town given documentation of the repair within 15 days of the repair.[9] The bill is then adjusted by averaging the consumption with the three previous billing period's consumption.[9] One limit worth knowing: "Bills will not be adjusted for garden hoses breaking nor for spigots left open or turned on by accident."[9]

Other utilities have their own rules, or none. Call yours as soon as you find the leak, ask what it needs from you, and keep the plumber's invoice.

Who you are paying, and what the law says

Plumbing is licensed trade work in Virginia. For plumbing contractors the Code of Virginia says: "The Board shall require a master tradesmen license as a condition of licensure for electrical, plumbing, and heating, ventilation, and air conditioning contractors."[7] The contractor who rebuilds drywall, floors and cabinets is licensed by class too. Under the same section, Class C contractors work where the total value referred to in a single contract or project is over $1,000 but less than $30,000, or the total value of all such construction, removal, repair, or improvements undertaken by such person within any 12-month period is less than $250,000.[7] Class B covers a single contract or project of $30,000 or more, but less than $150,000, or a larger 12-month total.[7] Check that the class on the licence fits the size of your job.

Getting a fair quote

For the emergency repair you may only have time for one call. For the rebuild, slow down. Virginia's Board for Contractors suggests you get at least three written bids or estimates using identical plans and specifications,[8] and warns: "Beware of any bid substantially lower than the others."[8]

Virginia law requires all licensed contractors to provide a written contract for residential work.[8] The Board's rule of thumb for a deposit is an initial deposit of no more than 10% of the total price or $1,000, whichever is less,[8] and its advice includes: "Never pay cash."[8]

A useful quote spells out:

  • the trip or emergency call charge, and the hourly rate after it;
  • how the plumber will reach the pipe, what they will replace, and with what material;
  • whether opening and closing walls or ceilings is included;
  • drying, removal of wet materials and rebuild, priced separately;
  • any permit and inspection fee.

Stop and call a pro if

  • The pipe is inside a wall, ceiling or floor you cannot see into. A plumber should open it, not a guess with a saw.
  • A ceiling is sagging with water. Keep people out from under it.
  • Water reached outlets or the electrical panel, or threatens a pilot light or power to a water heater or furnace. Fairfax County Fire and Rescue says that is when to call the fire department.[4] Stay out of the water.
  • The water came from a sewer or drain line rather than a supply pipe.
  • Materials are still wet after two days, or you can see or smell mold.

Common questions

Is there a standard price to fix a burst pipe in Virginia?
No. No state agency publishes one, and the job varies too much for one figure. Ask for a written quote that separates the trip or emergency charge, the pipe repair, any opening of walls or ceilings, and the drying and rebuild.
Why is the water damage often more expensive than the pipe?
Because the pipe fix is often a small, contained job, while water spreads into drywall, insulation, flooring and cabinets that then need drying out. The EPA advises drying water-damaged areas and items within 24 to 48 hours to prevent mold growth, and says porous materials such as carpet and ceiling tiles may have to be thrown away if they become moldy.
Who pays if the pipe broke before the meter?
Ask your water utility. Montgomery County's Public Service Authority, for example, says it owns the lines to the meter and the property owner is responsible from the meter to the home. That is one utility's rule; ask yours where its responsibility ends.
Will I get money back on the water bill?
Some utilities adjust bills after a leak on your side of the meter. Christiansburg averages the bill when use jumps by more than 25 percent and 3,000 gallons over the prior three periods, provided the Town is told as soon as the leak is discovered, the leak is repaired within 10 days of discovery, and the repair is documented within 15 days. Ask your own utility for its policy.
How much deposit should I pay?
Virginia's Board for Contractors gives a rule of thumb in its 2017 consumer guide: an initial deposit of no more than 10% of the total price or $1,000, whichever is less. Get the price, the scope and the payment schedule in a written contract.
