How much does an electrical panel upgrade cost in Virginia?

There is no fixed price: it depends on whether you are replacing the panel at the same size or raising the service amperage, plus the meter base, utility work, added circuits and wall repair. Permit fees are a small, published part; Montgomery County listed $75 to upgrade a residential service when we checked in October 2026. Get three written quotes on the same scope.

This is a job for a licensed pro in Virginia

This page explains what the work involves, the permits, what a licensed pro does and what drives the cost. It does not give step-by-step instructions, because this work needs a licence, a permit or both, and doing it wrong can injure someone. Before you hire, check the licence on Virginia's DPOR record.

An electrical panel upgrade in Virginia does not have a single going rate. The price depends mostly on what the job really is: swapping a panel for a new one of the same size, or raising the service so the house can carry more load, which brings in a new meter base, service cable and the power company. Permit fees are published and small next to the labor and parts. Here is what drives the number, what the public fees look like, where rebates stand, and what a good written quote should show.

What drives the price

Panel swap or service upgrade. Replacing a worn or problem panel at the same amperage is the smaller job. Raising the amperage usually also means a new meter base and service entrance cable, and sometimes work on the utility's side. Our guide to what a panel upgrade involves walks through both.

The power company's part. Appalachian Power's service guide says the customer must notify the company before altering the service entrance equipment, and may be charged for work the company has to do to meet the alteration.[3] If the utility needs to change its service drop or transformer to give you more amperage, that can add cost and time. Ask before you sign.

Moving the panel. Keeping the new panel in the same spot is usually cheaper than relocating it, because every circuit has to reach the new location.

Circuits and breakers. A quote may include new breakers for every circuit, extra circuits you asked for, and any protective breakers the inspector expects. Each is a real cost, so it should be a visible line, not buried in a lump sum.

Grounding, outdoor disconnects and code items. Ask the electrician whether the grounding, an outdoor disconnect or anything else has to change for the new panel to pass inspection in your locality. Those items should be named on the quote rather than left as surprises.

Walls and finishes. A recessed panel in a finished wall may mean drywall or plaster repair and paint. Agree in writing who does that.

Access and timing. A basement panel with open framing is quicker to work on than one in a finished closet. Emergency work after a failure leaves less time to compare quotes.

Permit fees in Virginia

A permit is required before work starts on electric wiring,[6] and the fee is set by your county or city. Two examples show the range of approaches. When we checked on October 27, 2026, Montgomery County's permit fee page listed $75 to upgrade a residential service,[1] and its general residential electrical permit was $0.03 per square foot with a $45 minimum.[1] Prince George County's fee schedule, effective July 1, 2021, prices residential renovation and repair permits, including auxiliary permits such as electrical, at 1% of the estimated cost, with a $100.00 minimum or base fee.[2]

Your own locality's fee page or permit counter has the exact figure. The electrician normally pulls the permit and passes the fee through; see whether you need a permit to replace a panel for who applies and what gets inspected.

Rebates and tax credits

Virginia's Home Energy Rebates. Virginia's planned High Efficiency Appliance Rebate program sets a cap of up to $4,000 for an electrical load service center upgrade and up to $2,500 for electric wiring.[4] On its FAQ last updated October 13, 2026, Virginia Energy said the rebates were not available yet, Virginia Energy could not give a launch date, and its updated application was still waiting on U.S. Department of Energy approval.[4] When it does launch, eligibility is limited to households earning up to 150% of the area median income.[4] Virginia Energy also warns that projects must be completed by a Verified Contractor, that list has not been set up yet, and people who start a project before launch may carry the full risk that it will not qualify.[4] Be wary of anyone who promises you the rebate today.

The federal tax credit. Under the IRS Energy Efficient Home Improvement Credit, panelboards, sub-panelboards, branch circuits and feeders with a capacity of 200 amps or more could qualify, up to $600, when installed to support qualifying energy property.[5] But the IRS says the credit can be claimed for improvements made through December 31, 2025,[5] so a panel installed after that date falls outside the window the IRS describes. For anything about your own taxes, ask a tax professional.

What a good written quote shows

Virginia's Board for Contractors advises homeowners to get at least three written bids or estimates using identical plans and specifications.[7] For a panel job, "identical" means every bid names:

  • the new panel's amperage and number of spaces, and whether the service size changes;
  • whether the meter base, service cable and grounding are replaced;
  • any outdoor disconnect the locality requires;
  • new circuits or breakers you asked for;
  • the permit, inspections and coordination with the power company;
  • wall repair, and how long the power will be off.

The Board also says: "Beware of any bid substantially lower than the others."[7] A low number often means something was left out. Its rule of thumb for a deposit is an initial deposit of no more than 10% of the total price or $1,000, whichever is less,[7] and Virginia law requires all licensed contractors to provide a written contract for residential work.[7] Hourly rates for smaller electrical jobs are covered in what an electrician costs per hour in Virginia.

When to call a licensed pro

Price only matters once you know the work is done legally. In Virginia no individual may work as a tradesman unless licensed,[9] and panel work falls squarely in the electrical trade. Hire a licensed electrical contractor, check the business and the electrician on DPOR's record (our guide to checking a contractor's licence shows how), and get the permit in the contractor's name. Do not wait to collect quotes if the panel shows the warning signs CPSC lists: sizzling or buzzing sounds, parts that are hot to the touch or discolored from heat, or an odor of hot insulation.[8] Call an electrician now.

Common questions

Why do panel upgrade quotes vary so much?
Because they often price different jobs. One quote may swap the panel at the same amperage; another may raise the service, replace the meter base and service cable, add an outdoor disconnect and new circuits. Ask each electrician to list the amperage, the parts and the permit, then compare line by line.
Does the power company charge for a service upgrade?
It can. Appalachian Power's service guide says the customer may be charged for work the company has to do to meet an alteration to the service entrance equipment. Ask the utility, or have the electrician ask, before you sign.
Is there a rebate for a panel upgrade in Virginia?
Not yet. Virginia's planned High Efficiency Appliance Rebate program includes up to $4,000 for an electrical load service center upgrade for income-eligible households, but Virginia Energy's FAQ, last updated October 13, 2026, said it was not available and gave no launch date.
Can I still claim the federal tax credit for a new panel?
The IRS says the Energy Efficient Home Improvement Credit can be claimed for improvements made through December 31, 2025, so it does not cover a panel installed after that date. For anything else about your own return, ask a tax professional.
Is the permit included in the quote?
It should be. Virginia's Board for Contractors says the contractor should apply for and obtain building permits and the contract should say so. Ask for the permit fee as its own line.
