How much does move-out cleaning cost in Virginia?

No Virginia agency sets or publishes a price for move-out cleaning, so the real number is a written quote. It moves with the size of the home, how much buildup there is, the task list (inside the oven and refrigerator, cabinets, carpets, walls), whether the home is empty, the crew and hours, and whether the business carries insurance and pays employees.

Free to ask. Local shops send quotes, and you pay only when you book one.

Step by step

Read when to stop and call a pro, further down this page, before you start.

  1. Step 1: Read your lease

Note any move-out cleaning terms, such as professional carpet cleaning, so every quote covers them.

  2. Step 2: Describe the home

Write down the bedrooms, bathrooms, rough square footage, floor types, pets and the date the home will be empty.

  3. Step 3: List the tasks

Name inside the oven, inside the refrigerator, cabinet interiors, baseboards, blinds, interior windows, walls and any carpet cleaning you need.

  4. Step 4: Photograph the worst spots

Take photos of the oven, the showers, the carpets and any grease or stains so every business prices the same condition.

  5. Step 5: Ask for written quotes

Ask several businesses for a written quote listing the tasks, crew size, expected hours or flat price, and who supplies products.

  6. Step 6: Ask about a re-clean

Ask whether the business will come back to fix anything the landlord's inspection flags, and how soon.

  7. Step 7: Ask about insurance and staff

Ask whether the cleaners are the business's employees and what liability and workers' compensation coverage it carries.

  8. Step 8: Compare line by line

Put the quotes side by side and compare task lists and crew hours, not only the totals, and keep the invoice you choose.

There is no official or standard price for move-out cleaning in Virginia. No state agency sets one, and businesses quote it in different ways: a flat price for the whole home, an hourly rate per cleaner, or a base price with add-ons for the oven, the refrigerator, cabinet interiors and carpets. The useful answer is to know what drives the number, describe your home and the task list the same way to every business, and compare written quotes line by line.

What a move-out clean covers

A move-out or turnover clean is a deep clean of an empty home. Because nothing is in the way, the crew can reach every floor, closet and cabinet, and the quote usually includes the insides of things a routine clean skips: the oven, the refrigerator and freezer, cabinets and drawers, closets, window tracks and blinds. That is why it costs more than a regular visit even though there is no furniture to work around. For the full list a tenant would do, see how to clean an apartment to get your deposit back.

What drives the price

Size and layout. Kitchens and bathrooms take the longest, so a home with three bathrooms costs more than one of the same square footage with one. Stairs and many small rooms add time.

How much buildup there is. A home cleaned regularly is mostly a wipe-down. A home with baked-on grease in the oven and range hood, soap scum and hard-water film in the showers, or a smoker's or pet's residue on walls and floors takes far longer. Photos of the worst spots let businesses quote accurately.

The task list. Two quotes that look far apart are often for two different lists of work. Inside the oven, inside the refrigerator, cabinet interiors, baseboards, interior windows, wall washing and carpet cleaning are the items most often priced as add-ons.

Carpets. Many cleaning businesses vacuum but do not shampoo or hot-water extract carpets. If your lease asks for professional carpet cleaning, that may be a separate job; see what carpet cleaning costs in Virginia.

Empty or not. A home that still has boxes and furniture in it takes longer and gets a less complete clean. Book the clean for after the movers leave.

Crew, hours and timing. Two cleaners for five hours and one cleaner for five hours are different jobs. Ask for the crew size and expected hours on a flat-price quote, and whether an hourly quote has a cap. End-of-month dates and the weeks around university move-out are often busy, so book early. In rural areas, some businesses charge for travel.

The labor floor under every quote

Most of what you pay for is hours of labor. Under Virginia's Minimum Wage Act, from January 1, 2026, until January 1, 2027, every employer must pay its employees at least $12.77 per hour, or the federal minimum wage if that is higher.[1] The floor rises to $13.75 per hour on January 1, 2027, and to $15.00 per hour on January 1, 2028.[1] A business also carries payroll taxes, insurance, supplies, equipment and travel on top of wages, which is why its hourly price is higher than the wage it pays.

Company or one person: costs that are easy to miss

The IRS lists housecleaning workers among household workers.[2] If an agency provides the worker and controls what work is done and how, the worker is not your employee.[2] If you hire and direct a person yourself, you may be their employer, and Social Security and Medicare taxes apply to the wages of household workers paid $3,000 or more in cash wages in 2026.[2] Read IRS Publication 926 or ask a tax professional if you are unsure.

Insurance is the other gap. Virginia's Workers' Compensation Act leaves out domestic servants,[3] and it also leaves out employees of a business that regularly has fewer than three employees in the same business in Virginia, unless they and the employer choose to be covered.[3] Do not assume a small cleaning business carries workers' compensation; ask, and ask to see the certificate. A business that carries liability insurance and workers' compensation often has to charge more.

Local licences are a smaller cost the business carries: Virginia counties, cities and towns may levy license taxes on businesses, trades, professions and occupations.[4]

What it costs if you skip the clean

For a tenant, the alternative to paying a cleaner is often paying the landlord. Virginia law requires a departing tenant to leave the premises in good and clean order, reasonable wear and tear excepted.[6] A landlord may apply the security deposit to damages from the tenant's failure to keep the home clean, less reasonable wear and tear, and to other charges the rental agreement provides for, and must itemize the deposit and any deductions in a written notice within 45 days after the tenancy ends or the tenant moves out, whichever is later.[5] Where a tenant's breach that materially affects health and safety can be remedied by cleaning, the landlord must first send written notice, and then the landlord may do the cleaning or hire a third party, and bill the tenant an itemized amount for the actual and reasonable cost.[7]

Ask your landlord or property manager what they charge for cleaning a unit left dirty. If it is close to a cleaning business's quote, the business's invoice and your own photos at least give you a record. What a landlord may charge is covered in can my landlord charge me for cleaning when I move out.

Doing part of it yourself

You can cut the bill by doing the easy parts yourself, such as emptying the refrigerator, clearing every cabinet and closet and taking out all the trash, and paying for the heavy tasks: the oven, the bathrooms, the floors. Tell each business what will already be done.

Stop and call a pro if

  • The clean turns up mold beyond a small spot, a musty smell or signs of a leak. That is a repair for the landlord or owner, not a cleaning quote.
  • There are pests, droppings or a hoarding or biohazard situation. Those are separate services with their own safety rules.
  • The work needs ladders above head height, such as high windows or light fixtures in a two-storey room.

Common questions

Is there a standard price for move-out cleaning in Virginia?
No. No Virginia agency sets or publishes one, and businesses price move-out cleans differently: a flat price for the home, an hourly rate per cleaner, or a base price with add-ons for the oven, refrigerator, cabinets and carpets. Compare written quotes for the same home and the same task list.
Is move-out cleaning cheaper than a deep clean?
Not usually. A move-out clean is a deep clean of an empty home plus the insides of appliances, cabinets and closets. The empty home saves time, but the extra inside surfaces add it back, so the two are often priced close together.
Does carpet cleaning come with a move-out clean?
Often not. Many cleaning businesses vacuum but do not shampoo or hot-water extract carpets, and some refer that to a carpet cleaner. If your lease asks for professional carpet cleaning, say so when you ask for quotes and keep the carpet cleaner's invoice.
Is it cheaper to let the landlord clean and take it from my deposit?
Sometimes, but you lose control of the price and the result. Virginia law lets the landlord deduct for cleaning when the home is not left in good and clean order, beyond reasonable wear and tear, and requires the deductions to be itemized in writing within 45 days. Ask your landlord what they charge before you decide.
Can I pay one person directly instead of a company?
You can, but you may become a household employer. The IRS lists housecleaning workers among household workers, and Social Security and Medicare taxes apply once you pay one household worker $3,000 or more in cash wages in 2026. If you are unsure, read IRS Publication 926 or ask a tax professional.
