Does an HVAC technician need a license in Virginia?
Yes. Virginia law requires anyone doing heating, ventilation and air conditioning work for the public for pay to hold a tradesman licence from the Board for Contractors, or to work under the supervision of a licensed HVAC tradesman. The business doing the work also needs its own contractor licence, and anyone who handles refrigerant needs federal EPA Section 608 certification.

This is a job for a licensed pro in Virginia
This page explains what the work involves, the permits, what a licensed pro does and what drives the cost. It does not give step-by-step instructions, because this work needs a licence, a permit or both, and doing it wrong can injure someone. Before you hire, check the licence on Virginia's DPOR record.
Yes. Virginia requires a state licence for anyone who does heating, ventilation and air conditioning work for other people for pay, unless they work under the supervision of a licensed HVAC tradesman. The business that sends the technician needs its own contractor licence, and anyone who handles refrigerant needs a separate federal certification from EPA. All three are worth checking before someone works on your system.
What Virginia law requires
The rule is in the Code of Virginia. Section 54.1-1129 says "no individual shall engage in, or offer to engage in, work as a tradesman" without a licence under that article.[1] The Code defines a tradesman as anyone who does, or offers to do, electrical, plumbing or heating, ventilation and air conditioning work for the general public for compensation.[2]
The Board for Contractors' regulations spell out what HVAC work covers: the installation, alteration, repair, or maintenance of heating systems, ventilating systems, cooling systems, steam and hot water heating systems, boilers, process piping, backflow prevention devices, and mechanical refrigeration systems.[3] A repair call on a central air conditioner is squarely inside that.
The one exception is supervision. In the Code's words: "Individuals shall not be subject to licensure as a tradesman when working under the supervision of a tradesman who is licensed in the specialty for which work is being performed."[1] That is how apprentices and helpers learn the trade.
DPOR's Tradesmen Program page states: "Although the term "certified" is used, state certification of these trades is mandatory, not optional."[5]
The licence levels
Virginia licenses HVAC tradesmen at three levels.
Residential HVAC mechanic. Since April 1, 2025, Virginia has issued a Residential HVAC Mechanic licence for work in residential structures only, with no commercial work permitted.[5] It requires less experience and vocational training than a journeyman licence and can be a step towards journeyman status.[5] The regulations limit it to dwellings and townhouses, as those terms are defined in the Virginia Residential Code, or structures annexed to those dwellings or townhouses.[3] To sit the exam, an applicant needs a mix of training and experience, from 160 hours of formal vocational training with two years of practical experience to six years of practical experience with no formal training.[4]
Journeyman. A journeyman has the ability to install, repair, and maintain specific types of materials and equipment to the building code.[3] The exam requires a combination ranging from a bachelor's degree in an engineering curriculum related to the trade plus one year of experience, through 240 hours of vocational training plus four years, to eight years of practical experience with no formal training.[4]
Master. A master can also plan and lay out the details for installation and supervise the work of installing, repairing, and maintaining equipment.[3] The exam requires holding a journeyman licence in the trade for at least one year, holding a residential HVAC tradesman licence for three years, or nine years of practical experience.[4]
Journeyman and master licences are renewed only after a board-approved continuing education course.[5] For HVAC the course is three hours long,[5] and it has to cover the International Mechanical Code.[5]

The business needs a licence too
The technician's licence is personal. The company is licensed separately. Section 54.1-1103 of the Code says: "No person shall engage in, or offer to engage in, contracting work in the Commonwealth unless he has been licensed under the provisions of this chapter."[7] Contractor licences come in classes by size. Class C covers a single contract or project over $1,000 but less than $30,000, or total work in any 12-month period of less than $250,000. Class B covers a single contract or project of $30,000 or more but less than $150,000, or 12-month totals of $250,000 or more but less than $1 million. Class A covers a single contract or project of $150,000 or more, or 12-month totals of $1 million or more.[6] The tradesman licence rule in § 54.1-1129 carries no dollar threshold, so it applies to a small repair as much as a large one.[1]
For HVAC businesses there is an extra condition: "The Board shall require a master tradesmen license as a condition of licensure for electrical, plumbing, and heating, ventilation, and air conditioning contractors."[6]
The Board for Contractors can also discipline a licensed business for practicing in a classification, specialty service, or class of license for which the contractor is not licensed, for contracting with an unlicensed or improperly licensed contractor or subcontractor, and for failing to ensure that supervision is provided to all helpers and laborers assisting licensed tradesmen.[8]
The federal refrigerant certification
Refrigerant is regulated separately. Federal rules say technicians who maintain, service, repair, or dispose of equipment that could release ozone depleting refrigerants into the atmosphere must be certified under Section 608 of the Clean Air Act.[9] EPA does not issue certification cards.[9] EPA suggests that when you call an AC service company you ask if their technicians are Section 608-certified, and that you can ask a technician to show you the certification card.[10]
Checking before you hire
Search the business, the person or the licence number on DPOR's License Lookup.[12] DPOR notes that License Lookup now shows the continuing education hours needed to renew active tradesman licences.[5] Look for:
- A current tradesman licence that lists HVAC, for the technician who will do the work or the one supervising.
- A current contractor licence for the business, in a class large enough for the job.
- Section 608 certification for anyone opening the refrigerant circuit.
Localities can add their own rules. DPOR notes: "Individual tradesmen may also be subject to local ordinances, laws, or other requirements imposed by other state agencies, courts, or certain localities."[5] The step-by-step version of the licence check is in how to check if a contractor is licensed in Virginia.
When to call a licensed pro
Any repair inside an air conditioner or heat pump, any refrigerant work, and any replacement of equipment belongs with a licensed HVAC business. That includes the jobs that look small, such as a capacitor or contactor. Bryant warns homeowners never to test capacitors, compressors, contactors, or other internal components themselves, because air conditioners contain lethal high-voltage electricity that can remain stored even after power has been disconnected.[11] To know what a proper diagnosis looks like, read what an AC repair technician checks first. Under the Board for Contractors' rules, complaints against contractors may be filed with the Department of Professional and Occupational Regulation,[8] and for a complaint against a tradesman, DPOR's answer is to contact its Compliance and Investigations Division.[5] If a job has already gone wrong, see how to file a complaint against a contractor in Virginia.

Common questions
- Can an unlicensed helper work on my air conditioner?
- Only under supervision. Va. Code § 54.1-1129 exempts individuals working under the supervision of a tradesman licensed in that specialty, and the Board for Contractors can discipline a contractor that fails to ensure supervision for its helpers and laborers.
- Is a state HVAC licence the same as EPA certification?
- No. The Virginia tradesman licence comes from the Board for Contractors and covers HVAC work generally. EPA Section 608 certification is a separate federal requirement for technicians who maintain, service, repair or dispose of equipment that could release refrigerant. A technician who works on the refrigerant side needs both.
- What is the difference between a journeyman and a master HVAC licence?
- Under the Board for Contractors' definitions, a journeyman can install, repair and maintain equipment to the building code, while a master can also plan and lay out installations and supervise the work. A master licence needs more experience, and an HVAC contracting business must have one as a condition of its licence.
- What is a residential HVAC mechanic licence?
- A licence type DPOR began issuing on April 1, 2025 for HVAC work in residential structures only, with no commercial work permitted. It needs less experience and vocational training than a journeyman licence and can be a step towards journeyman status.
- How do I check an HVAC technician's licence?
- Search the business name, the person's name or the licence number on DPOR's License Lookup, and confirm the licence is current and lists the HVAC trade. For refrigerant work, ask the technician whether they hold EPA Section 608 certification and ask to see the card.
- What if I hired someone without a licence?
- You can report it to DPOR. The Board for Contractors' rules say complaints against contractors may be filed with DPOR, and for a complaint against a tradesman DPOR says to contact its Compliance and Investigations Division. Loclis has a separate guide to filing a complaint against a contractor in Virginia.
