How much does water heater replacement cost in Virginia?
There is no single Virginia price: it depends on the heater type and size, whether the fuel, venting or electrical service changes, how hard the heater is to reach, and local permit fees. Spotsylvania County, for example, listed its water heater replacement permit at $147.00 when we checked on October 26, 2026. Get at least three written bids for the same job.

This is a job for a licensed pro in Virginia
This page explains what the work involves, the permits, what a licensed pro does and what drives the cost. It does not give step-by-step instructions, because this work needs a licence, a permit or both, and doing it wrong can injure someone. Before you hire, check the licence on Virginia's DPOR record.
Replacing a water heater in Virginia has no single price, because the figure swings widely with the job. A like-for-like swap of the same fuel and size in an easy spot is the simplest case. A fuel change, new venting, an electrical upgrade, a cramped attic or a heat pump model all add to it. The way to find your price is three written bids for the same job, and knowing what each line should include.

What a replacement quote pays for
A complete quote covers more than the heater itself:
- The heater. Tank or tankless, gas or electric, standard or heat pump, and its size.
- Labour. Disconnecting, draining and removing the old heater, then setting and connecting the new one.
- Parts. A new temperature and pressure relief valve, since A. O. Smith says to "never reuse a T&P relief valve",[12] a new discharge pipe only if the old one is not in good shape,[12] water connectors, often a drain pan, and on gas models a gas connector and vent pipe.
- Haul-away. A tank heater is heavy and may need special equipment to get out of a basement or loft.[1]
- The permit and inspection. Under Virginia's building code, a gas or oil-fired heater gets no automatic permit exemption, even like for like, while an electric replacement in a home may be exempt.[4]
What makes one job cost more than another
- Venting. Gas and propane heaters need vents to carry combustion gases, including carbon monoxide, outside, and the vent design depends on the type of heater.[1] A new model that needs a different vent costs more to install.
- Fuel changes. Switching from electric to gas, or adding a gas tankless unit, means running new gas line.[1] Switching to an electric tankless heater may mean upgrading the electrical service panel.[1]
- Code items your home lacks. A. O. Smith notes that an expansion tank is required if there is a check valve or pressure-reducing valve on the water line, and many localities require one.[1]
- Access and location. A. O. Smith notes that attics and crawlspaces cost more to work in.[2] Relocating the heater, or opening a wall to reach it, adds cost.[1]
- Heater type and size. Bigger tanks, tankless units and heat pump models cost more up front than a standard tank.[2]
Permit fees: one Virginia example
Fees are set by each city and county. As one dated example, Spotsylvania County's mechanical permit packet, updated August 2025, listed a residential water heater replacement permit at $147.00 when we checked on October 26, 2026: $100.00 for the trade, a 2% building surcharge and a $45 processing fee.[3] Your locality's fee may be higher or lower, so ask the building department and confirm the quote includes it. Our water heater permit answer explains when one is needed.
Running cost is part of the price
The purchase is a one-time cost; the energy bill runs for the life of the heater. ENERGY STAR notes that your water heater is the second largest energy user in your home, after heating and cooling.[7] The EnergyGuide label on a new water heater shows the model's estimated annual operating cost and its estimated yearly energy use, with the cost based on a national average energy price.[8] The label also states: "Your costs will depend on your utility rates and use."[8] Compare those figures across the models in your bids.
Heat pump models cost more to buy, but ENERGY STAR says certified heat pump water heaters are up to four times more efficient than conventional water heaters.[7] Whether that pays off depends on your fuel prices, hot water use and where the heater would sit.
Tax credits and rebates in 2026
Check incentives before you budget for them:
- The federal credit. ENERGY STAR's page on the heat pump water heater credit says: "This tax credit is effective for products purchased and installed between January 1, 2023, and December 31, 2025."[5] Check current IRS rules, or ask a tax professional, before counting on one.
- Virginia's planned rebate. Virginia Energy's rebate FAQ, last updated October 13, 2026, lists a cap of up to $1,750 for an ENERGY STAR-certified heat pump water heater under the High Efficiency Appliance Rebate program.[6] It also says the rebates are not available yet, Virginia Energy cannot say when they will be,[6] and the federal law behind them restricts this rebate to households earning up to 150% of the area median income.[6] It adds that it does not allow states to pay it retroactively for purchases made before launch.[6] Under current DOE program guidance, it says, these rebates "cannot be used to help pay for replacement of a non-electric appliance",[6] so replacing a gas water heater with a heat pump model would not qualify under that guidance.
- Your utility. Ask your electric or gas utility what it offers now.
What to ask for in a written quote
Virginia's Board for Contractors advises: "It is advisable to get at least three written bids or estimates using identical plans and specifications so you can compare prices and contractors."[11] For a water heater, make each bid name:
- the make, model, capacity, first hour rating and efficiency rating (UEF) of the new heater;
- whether the permit, inspection and haul-away are included;
- every extra item, such as an expansion tank, drain pan, venting, gas line or electrical work, with its price;
- the tank warranty and the installer's labour warranty;
- the start date and payment schedule.
On deposits, the Board's rule of thumb is a down payment of no more than 10% of the price or $1,000, whichever is lower, or up to 30% of the total contract value when the job needs custom-made items or special orders.[11]
When to call a licensed pro
Water heater work done for pay is licensed trade work in Virginia. Under the Code, no individual may work as a tradesman without a licence, and the Code's definition of a tradesman covers electrical, plumbing and heating, ventilation and air conditioning work done for the general public for compensation.[10][9] Check any business on DPOR's License Lookup, or read how to check a contractor's licence, and remember the Board's reminder: "Virginia law requires all licensed contractors to provide a written contract for residential work."[11]
Call promptly rather than shopping slowly if the tank is leaking or the relief valve keeps discharging. If you smell gas, follow the emergency advice in what a replacement involves before anything else.

Common questions
- Why don't you give an average price for water heater replacement in Virginia?
- Because the range between a like-for-like electric swap and a fuel conversion with new venting is wide, an average would hide most of what sets your price. Three written bids for the same job, with the same model or rating, tell you more than an average would.
- How much is a water heater permit in Virginia?
- It depends on the locality. Spotsylvania County listed $147.00 for a residential water heater replacement permit in its packet updated August 2025, when we checked on October 26, 2026. Call your city or county building department for its current fee, and ask whether your quote includes it.
- Is there a tax credit for a new water heater in 2026?
- ENERGY STAR lists the federal heat pump water heater credit as effective for products purchased and installed between January 1, 2023, and December 31, 2025. For a 2026 installation, check ENERGY STAR and the IRS for current rules, or ask a tax professional.
- Can I get a Virginia rebate for a heat pump water heater?
- Not yet. Virginia Energy's rebate FAQ, updated October 13, 2026, lists a cap of up to $1,750 for an ENERGY STAR heat pump water heater, limited to households earning up to 150% of area median income, but says the program is not available and cannot be claimed retroactively. Under current DOE guidance it also cannot help pay to replace a non-electric appliance, such as a gas water heater.
- Is it cheaper to stay with the same fuel?
- Usually the install is simpler, because a fuel change adds a new gas line or electrical work, and a gas unit may need different venting. The running cost is the other half: the EnergyGuide label on each model shows its estimated annual operating cost at a national average energy price.
- How much deposit should a plumber ask for?
- Virginia's Board for Contractors suggests a down payment of no more than 10% of the price or $1,000, whichever is lower, or up to 30% of the total contract value when the job needs custom-made items or special orders.
