Who can install a gas line in Virginia?

Hire a business with a Virginia contractor licence that covers gas fitting, such as the gas fitting (GFC) specialty or, for propane, the LPG specialty, whose work is done by or under a licensed gas fitter. An HVAC licence alone does not cover gas piping. Homeowners have a narrow exemption for their own home, but the permit and inspection still apply.

This is a job for a licensed pro in Virginia

This page explains what the work involves, the permits, what a licensed pro does and what drives the cost. It does not give step-by-step instructions, because this work needs a licence, a permit or both, and doing it wrong can injure someone. Before you hire, check the licence on Virginia's DPOR record.

In Virginia, a gas line should be installed by a licensed contractor whose licence covers gas fitting, with the work done by, or under the supervision of, a licensed gas fitter. For natural gas that usually means a plumbing or mechanical firm that also holds the gas fitting specialty; for propane, a firm with the propane (LPG) specialty. Two licences are involved: one for the business and one for the person holding the wrench.

The individual: a licensed gas fitter

The Board for Contractors regulates individual tradesmen in gas fitting alongside electrical, plumbing and HVAC, and DPOR notes that although the term "certified" is used, state certification of these trades is mandatory.[8] The regulations define a gas fitter as a tradesman who performs gas fitting-related work "usually within the HVAC or plumbing trades regulated under Virginia Uniform Statewide Building Code."[5]

The Code of Virginia says no individual may work as a tradesman unless licensed, and a helper working under the supervision of a tradesman licensed in that specialty does not need a licence of his own.[2] So a crew can include apprentices, as long as a licensed gas fitter is responsible for the work.

Two narrower licences exist, and they matter when you read a licence record:

  • Liquefied petroleum gas fitter. A liquefied petroleum gas fitter covers propane piping, tanks and appliances.[1]
  • Natural gas fitter provider. A natural gas fitter provider is limited to the incidental repair, testing, or removal of natural gas piping, and excludes new installation of gas piping for water heaters, boilers, central heating systems and other equipment that requires an HVAC or plumbing certification.[1] That makes it the wrong licence for a new line.

The Code says no individual may work as a liquefied petroleum gas fitter or natural gas fitter provider without a licence.[2] Water heaters, boilers and central heating systems sit with HVAC or plumbing certification,[1] so a new gas furnace or water heater on the line usually brings in an HVAC or plumbing tradesman as well.

The business: a contractor licence that covers gas

The firm that signs your contract needs a contractor licence with a classification or specialty that covers the work. The key one is gas fitting contracting (GFC), which the Board's rules define as "the service that provides for the installation, repair, improvement, or removal of gas piping and appliances annexed to real property."[6]

  • The liquefied petroleum gas (LPG) specialty covers propane piping, appliances and storage, and the GFC specialty also provides for it.[6]
  • The natural gas fitting provider (NGF) specialty is for incidental repair, testing or removal, not new installation for equipment that requires an HVAC or plumbing licence.[6]

Some licences that sound close do not cover gas. In the Board's words, the HVAC contractor (HVA) classification "does not provide for fire suppression installations, sprinkler system installations, or gas piping."[7] And the home improvement (HIC) specialty does not provide for electrical, plumbing, HVAC, or gas fitting functions.[6] A handyman or remodeler with an HIC licence should bring in a gas-licensed sub for the line.

Can a homeowner do it?

The law has a narrow exemption. The Code exempts "Any person who performs or supervises the construction, removal, repair, or improvement of no more than one primary residence owned by him and for his own use during any 24-month period"[3] from the contractor licensing chapter. But someone using that exemption must still comply with the Uniform Statewide Building Code,[3] and anyone applying for a building permit must either show a licence or file a written statement that he is not subject to licensure.[4]

Localities discourage it. Fairfax County: "Property owners may obtain permits in their own name, however, it is strongly recommended a properly licensed contractor pull the permits as the responsible party so the county can better assist in gaining compliance for defective work."[10] Columbia Gas of Virginia is blunter: "a qualified professional should perform all work on natural gas lines and equipment inside the home."[11] A gas line that leaks or starves an appliance of fuel is a fire and carbon monoxide risk. We do not recommend it.

Where the gas company fits in

The utility is not your installer. On a new service, the gas company installs the service line and gas meter with the help of the contractor you hire;[12] everything after the meter is your contractor's work. Columbia Gas recommends choosing a contractor who is licensed and insured and getting more than one quote.[12]

When to call a licensed pro

For any new line, extension, relocation or repair of gas piping, and for connecting or moving a gas appliance. Before you hire:

  • Look up both licences. Search the business and the gas fitter on DPOR's lookup; our guide to checking a contractor's licence shows how. Look for GFC or LPG on the business and gas fitting on the individual.
  • Agree who pulls the permit. The Board warns that the permit holder becomes the general contractor and assumes responsibility for the overall job,[9] which is why the contractor, not you, should hold it.
  • Get it in writing. "Virginia law requires all licensed contractors to provide a written contract for residential work."[9]

If you smell gas while waiting for a quote, leave the house and call from outside; see what to do if you smell gas.

Find a licensed gas fitter

Read what running a new gas line involves and what it costs before you compare quotes. Loclis lists DPOR-licensed businesses from the state register with licence number, class and retrieval date: browse plumbers in Blacksburg or more plumbing answers. Gas work needs a licence at any job size, and Loclis refuses an unlicensed quote for it.

Common questions

Can a plumber install a gas line in Virginia?
A plumber can when the plumbing business is licensed for gas work and the person doing it holds a gas fitter licence. Check the firm's specialties and the tradesman's licence on DPOR's lookup rather than assuming the word plumber covers gas.
Can an HVAC company run a gas line?
Not on its HVAC licence alone. Virginia's contractor regulations say the HVAC classification does not provide for gas piping. An HVAC firm that also holds a gas fitting specialty, with a licensed gas fitter, can.
Can I install my own gas line?
Virginia's contractor law exempts an owner who works on no more than one primary residence that he owns and that is for his own use during any 24-month period. Someone relying on that exemption must still follow the building code, get the permit and pass inspection. The gas companies advise leaving gas lines to a qualified professional, and a mistake can cause a leak, fire or carbon monoxide.
Does the gas company install the line inside my house?
No. The utility installs and maintains the service line up to and including the meter. The piping from the meter to your appliances is yours and is installed by a contractor you hire.
How do I check a gas fitter's licence?
Search the business and the individual on DPOR's License Lookup. Look for an active contractor licence with a gas specialty such as GFC or LPG, and a tradesman licence with gas fitting. Loclis directory listings show the licence number, class and the date it was retrieved from the state register.
